A native of Carter County, he was a son of the late Cecil Lacy & Lois Theresa Cole Mottern. He was a 1961 graduate of Elizabethton High School. Terry served in the United States Navy. He was a heavy equipment operator. Terry loved to fish.

Survivors include his children: Chevelle (Glenn) Parks, Knoxville and Camera Paterek, Atlanta, Georgia. Two Grandchildren: Noah Parks and Bailey Parks. One Brother: Tony (Marion) Mottern, Watauga. One Sister: Linda Mottern, Watauga.
