    Notes:

    Ruth Carter Howell, 97, Johnson City, passed away on Tuesday, February 5, 2013, at Appalachian Christian Village.

    A native of Carter County, she was the daughter of the late Frank Little and Lucy Estep Carter.

    Ruth was a member of Hopwood Christian Church and volunteered at the Ladies Auxiliary, Carter County Memorial and Sycamore Shoals Hospital for over 20 years. Ruth was an Election Clerk for six decades.

    She enjoyed crocheting and was a wonderful baker and many times the citizens of the Tri-Cities could taste her delicious cakes at her son, Alan Howell's restaurant, Dixie B-B-Q.

    In addition to her parents she was preceded in death by her husband, William Dottie Howell; siblings, Dana Clarence "Bounce" Carter, Olaf Parker Carter, Bronson Little Carter, William Dale "Bob" Carter, Louis Ray Carter, Zelma Inez Carter Crawford, Charlotte Sue Carter Jackson, Bruce Estep Carter and Lois Frye Carter.

    She leaves behind sons and daughters-in-law, William D. Howell Jr. and Rose Ann Howell, Johnson City, and Alan and Mary Ann Howell, Piney Flats; sister, Margaret Nell Carter Gagaliano, New Orleans, LA; brother, George Carter, Elizabethton; grandchildren, Hannah Ruth Howell, Elizabethton, and Richard "Richie" Alan Howell Jr., Johnson City; and a great-granddaughter, Mariah Ann Howell, Johnson City. Several nieces and nephews also survive.

    A Celebration of Life Service for Ruth Carter Howell will be conducted at 2:00 PM Saturday, February 9, 2013, in the Sunrise Chapel of Tetrick Funeral Services, Johnson City, with Mr. Tim Ross, Minister, officiating.

    A Graveside and Committal service will follow at Roselawn Memorial Park. Active pallbearers will be Steve Carter, Kenneth Carter, Bruce Carter Jr., Richie Howell, Doug Matney, her nephews and the members of Hopwood Christian Church.

    JOHNSON CITY - William D. "Bill" Howell, Jr., 80, Johnson City, passed away, Friday, February 17, 2017 at NHC Health Care. A native of Carter County, he was the son of the late William D. Howell, Sr. and Ruth Carter Howell.

    Bill was a past Master Mason with the Watauga Lodge # 622 and a York Rite Shriner. He was a member of the Watauga Campers and Hikers Association. Bill enjoyed traveling with his friends in the Model "A" restorers club. He retired from the U.S. Postal Service where he became friends with everyone on his route. Following retirement, Bill spent most of his time at the beach in South Carolina until he had to return home due to illness.

    Bill is survived by his loving wife of fifty four years, Rose Ann Nave Howell, his brother Alan Howell and his wife Mary Ann, niece, Hannah Howell, nephew, Ritchie Howell, great-niece, Mariah Ann Howell, several other loving family members and friends also survive.

    The family ask that in lieu of flowers donations be sent to the charity of your choice.

    A Celebration of Life Service will be held at 2:00 PM Sunday, February 19, 2017 in the Sunrise Chapel of Tetrick Funeral and Cremation Services Johnson City. The family will greet friends to share memories from 12:00 PM until the service hour at the funeral home. A Graveside and Committal Service will follow at Happy Valley Memorial Park. Pallbearers will be chosen from family and friends.

    On Thursday, December 30, Alan Howell, loving husband and father of two children and two grandchildren passed away at the age of 72. Alan was born on May 14, 1949 in Carter County TN to William “Dottie” and Ruth Carter Howell. He was a graduate of Happy Valley High School. He received a degree in Human Resources from Steed College in 1973. On January 5, 1980, he married Mary Ann Looney Howell. They raised one daughter, Hannah; a son, Richie; and a granddaughter, Mariah.
    Alan worked in the restaurant business most of his life. He was most known for Dixie Barbeque, the restaurant that he created and loved. Alan knew no strangers, was fortunate to have good employees and customers, and looked forward to each day at work. In addition to Alan and the food, customers enjoyed listening to beach music and watching Andy Griffith.
    For many years, Alan enjoyed sailing trips to far-flung locales with his too numerous to name friends. Not only was Alan not afraid to let people know he was a proud liberal Democrat, in 2006 he ran for the First District of Tennessee US Congress seat. Above everything else, Alan was a kind, loving father and husband; a wise teacher; and a fun-loving pleasant man who loved life.
    Alan is preceded in death by his parents and his brother Bill Howell. He is survived by his wife Mary Ann Looney Howell, his daughter Hannah Howell, and his son Richard Alan “Richie” Howell Jr. He has two grandchildren, Mariah Howell of Johnson City and Christian Howell of Honolulu HI. His sister-in-law Rose Ann Howell and several cousins also survive.
